Dr. Smith asked the council members how they felt about having photos of their students with their rosters. He felt that this would be beneficial to the faculty members. The council members were in agreement. The dean will move forward with a request to have the photos available to the faculty. Dr. Phil Pope shared the most recent Administrative Report (Appendix A), which lists changes and expirations that have been approved administratively for graduate program concentrations, graduate level courses, program title changes, and various updates that do not require Graduate Council approval. Dr. Pope gave a report on pending graduate program proposals in various stages of review. 1) Interdisciplinary Degree in Information Security, PWL

NEW BUSINESS Dr. Tom Atkinson presented Graduate Council Document 14-8a, Resolution on Satisfactory Research Credits, authored by Dr. Atkinson and University Registrar, Frank Blalark. Dr. Atkinson stated that for many years, the Graduate School’s Office of Graduate Student Records has cleared candidates for degrees, sometimes before Satisfactory (“S”) grades in research registrations have been posted on their University transcripts. There has never been a known error inappropriately awarding a degree to a graduate student who has successfully defended and submitted a thesis or dissertation. Realizing that the academic calendar would normally prevent research registration (699900/69800) grades from being posted before commencement celebrations in the Summer Session and Fall Semester, potentially resulting in many graduate students unable to receive their diplomas at these ceremonies; and that although research registration (69900/69800) grades would be available two, three, or four days prior to Spring Semester commencement ceremonies, the sheer volume of degree candidates during this session would be potentially burdensome for the Graduate Student Records/Office of Registrar staff to review and clear if these staff members are required to wait for posting of research registration grades before clearing degree candidates. Dr. Atkinson also noted a legitimate concern of the Office of the Registrar that degrees should not be awarded and diplomas should not be distributed until Satisfactory (“S”) grades are posted for Ph.D./Master’s research in the final session of enrollment. He noted that there is support and endorsement for this idea from the West Lafayette associate college deans for graduate education, Office of the Registrar, and Graduate School. The resolution states that the Graduate Council approves the Office of the Registrar to grant Satisfactory (“S”) grades in research (69900 and 69800 registrations) to all graduate degree candidates who have passed final examinations and have submitted a thesis or dissertation, and that the Office of the Registrar’s action shall happen automatically without direction from a major professor or other faculty member provided that a statement shall be added to the Final Examination Form stating, Upon passing the final examination and submitting a thesis/dissertation, this student shall be awarded a grade of Satisfactory (“S”) in his/her research registration.. The resolution will be brought before the council members for a vote at the March 27, 2014, meeting. See Appendix B for resolution.

Further review will be done within the area committee. Dr. Edwards presented four courses for consideration. The courses were approved as a block by the council, upon a motion by Dr. Edwards.

NEW BUSINESS (continued) Ms. Cyndi Lynch, Director of Professional Development, and Director of Fellowships, for the Graduate School reported on a recent topic for discussion at the Council of Graduate Schools (CGS) meeting. Dr. Smith noted that the Graduate School staff attends CGS meetings on a regular basis, where they hear presentations from other universities about various topics that are relevant to graduate education. He noted that these are very good opportunities for us to

keep up with what is going on nationally and also to understand what our colleagues are doing to address issues that are important to graduate education. Ms. Lynch noted that one of the items on the recent CGS agenda was Better Social Outcomes Lead to Better Educational Outcomes. Social networks influence awareness and participation in activities. The current practice is to use social media to inform and connect with graduate students about activities and programs. The point was made that our behaviors are influenced by our social networks. The CGS community felt that social media is as effective as e-mail correspondence. Dr. Smith discussed a publication by Dan Ariely called The (Honest) Truth About Dishonesty. He noted that Mr. Ariely, a behavior economist, shared example of where he evaluated groups in similar situations and studied their reactions. He noted that people in general had different rationale for why they reacted a certain way or whether they felt they had been honest or dishonest. Dr. Smith noted that reading about these studies really forced you to think about why you might behave a certain way. This could be something that would benefit our graduate students. Upcoming CGS meeting discussion topics will be shared with the council members.

VI. PURDUE GRADUATE STUDENT GOVERNMENT -- PRESIDENT’S REPORT Mr. Blake Hylton, President of the Purdue Graduate Student Government (PGSG) reported on the recent activities of the PGSG since the last council meeting. The PGSG has worked on various projects this year to foster collaboration with other areas. He noted that student legal services are now in place. An update was given on the graduate space project. A final design meeting is coming up and they are still on track for Fall 2014 occupancy. Mr. Hylton commented that the PGSG was very pleased that they are represented on the current Provost search committee.

OLD BUSINESS a)

Dr. Tom Atkinson reported on the recent approval of Graduate Council Document 13-30a, Resolution: Modification of the Composition of Master’s Advisory Committee. Mr. Don Brier, Director of Information Management and Analysis, provided an update on the progress for updating the electronic plan of study. He stated that the changes were on their project list, but he was not sure if resources would allow it to be completed by the start of the Summer 2014 session. He noted that it would definitely be done by the Fall 2014 session.

b) Dr. Carol Sternberger gave an update on the status of Graduate Council Document 13-12b, Systemwide Collaboration to Deliver the Doctor of Nursing Practice (DNP) Degree Program. Dr. Sternberger stated that the DNP proposal will be discussed at the upcoming academic affairs meeting of the Indiana Commission for Higher Education (ICHE). If approval is given at this level, it will be presented to the full committee for approval in March 2014.

VIII. CLOSING REMARKS AND ADJOURNMENT Dr. Smith stated that the next council meeting will be on March 27, 2014, at 1:30 p.m. in Stewart Center, room 322. The council meeting was adjourned by Dr. Smith at 2:50 p.m.
